Run Redispatch Ex-Post settlement audit (7-step, deterministic)

Executes a deterministic 7-step Redispatch 2.0 Ex-Post settlement audit for a VNB: VNB identity → portfolio inventory (≥100 kW) → master data validation → Netztransparenz curtailment correlation → settlement readiness → financial risk assessment → audit trail. Returns settlementReadiness (% of installations ready for A96 settlement) and riskAssessment (estimated lost compensation in €). No LLM involvement — identical inputs always produce identical finding codes. Steps 3–6 can be skipped via the skipSteps parameter; steps 1, 2, and 7 are mandatory.
