Decision Frame

Get a SCQA decision frame by ID

Returns the decision frame. When includeMakoKnowledge=true, an optional, advisory makoKnowledgeContext (Willi-Mako structural hints via willi-mako.resolveStructure, queried by the frame question) is attached; it never changes the default response shape, is never binding, and degrades to available:false if unavailable.
