Create a ChatGPT Sidecar session ticket with scoped capabilities

Requires an authenticated Cernion tenant/user with the chatgpt-sidecar-creator role. Returns an opaque ticket URL and backend-generated prompt text; the response never echoes the session id/prompt back through the ticket endpoints.
