Returns per-Bilanzkreis feature flags. The flag virtual_energy_sharing.enabled controls whether A96 export and §42c Energieteilen is active for this BK. Sub-Track G (v0.47.0) — Rollback-Plan: set to false to block A96 export on rollback.
