Seed EVU operational default personas

Idempotently creates default specialized-agent personas for the given EVU operational roles (customer-service, edm, billing, …). Existing personas are skipped unless overwrite:true is set. Returns lists of created and skipped role keys.

Query parameters

tokenstring

Optional Cernion MCP token as URL query parameter. If provided, it overrides CERNION_TOKEN for this request. Prefer Authorization Bearer header in production to reduce token exposure in URLs/logs.

Tenant scope for the actor persona registry. The API gateway injects the resolved tenant into action params as tenantId.

Subset of EVU role keys to seed. Omit to seed all 16 roles.
