Returns a list of available medication frequencies (dosing intervals). Use these values when creating or displaying prescription information.

The times_per_day value is a numeric representation that can be used for calculations:

Values >= 1 represent doses per day (e.g., 2 = twice daily)
Values < 1 represent intervals longer than daily (e.g., 0.5 = every other day, 0.142857 = once weekly)
