POST /api/osd/{svc_id}/destroy

    Mark osd as being destroyed. Keeps the ID intact (allowing reuse), but
    removes cephx keys, config-key data and lockbox keys, rendering data
    permanently unreadable.

    The osd must be marked down before being destroyed.
