Retire a webhook endpoint

Soft-retires the endpoint: future live deliveries stop and open deliveries are cancelled, but immutable configuration, destination, and signing material are retained so existing deliveries can still be inspected and manually replayed within the retention window. Retired endpoints are hidden from list/detail reads.
