Archive a sales-led plan

Deprecated. Archive the corresponding employer-service contact plan. This compatibility operation soft-deletes the sales-led row by setting isArchived: true and isPublic: false. Archived IDs become opaque 404. Requires plans.manage and an Idempotency-Key header.
