Anchors Pulse

Hash the agent current memory state and anchor it to the BCH blockchain via OP_RETURN. Records locally regardless of whether BCH key is configured.

Returns the pulse hash, txid (if blockchain active), and memory count. The two-layer proof: Cathedral holds the living memory, BCH holds the seal.
