Get a live account balance

Turnkey wallet accounts only. Pass network to select a wallet; otherwise the readable primary or sole readable wallet is used. Remaining ambiguity returns 400. status is live, stale, or unavailable; when unavailable, balance and asOf are null and no balance should be assumed.
