Free Neighbour Parcels

Selectable neighbouring parcels (with outlines) around the subject — the picking layer for the amalgamation map. Also returns the SUBJECT parcel so a client can draw the whole site from one cadastral source and total a true combined area. Public, IP-rate-limited (Rung 1).
