Get Aggregated Funding Rates

OI-weighted aggregated funding rate across exchanges.

For each (timestamp bucket, symbol) we compute::

weighted_funding = Σ(funding_i × oi_value_i) / Σ(oi_value_i)

over exchanges where both the per-exchange funding rate and the per-exchange open-interest USD value are non-null and OI > 0. Buckets where total OI is zero or where no exchange has both data points are dropped.

Requires Builder or above (Free gets the dataset wall). Builder is Binance-only: without an exchanges filter it gets Binance alone, and naming any other venue is a 403 offering Advanced. meta.exchanges lists the venues the query was limited to (null: all).
