Hang up a call in progress right now

Real-time intervention on a live call — e.g. a fraud or emergency detector watching /api/v1/live can end the call immediately instead of only observing it. Same AMI mechanism as the dashboard's own "End call" button. hung_up is false when the call's Asterisk channel was already gone (e.g. the caller hung up a moment earlier) — the call is still marked completed either way.
