Replace agent notes

Replaces the agent notes: the durable facts, decisions, rejected directions, and constraints agents keep for a website, up to 4,000 characters, included in every Cactal agent request. Send the agentNotesUpdatedAt you loaded as expectedUpdatedAt to fail with conflict instead of overwriting newer notes; send an empty string to clear them.
