Update a member’s role

Sets the member’s organization role. Requires a role with member management (owner or admin). Assigning owner transfers ownership: only the current owner can do this, the target member becomes the owner, and the caller is demoted to admin; transferring ownership to yourself is rejected. The current owner cannot be demoted directly (409) — transfer ownership by promoting another member instead.
