Get Exchange Trading Status

Returns the current trading status of the exchange. When the exchange is halted, order creation and amendment are blocked on all markets, while cancellation and liquidity actions remain permitted only if the halt allows them (see the allow field). The per-market action flags on the GET /v1/markets response reflect the same restrictions.
