List repositories the current organization can see.

Returns the repositories scoped to the caller's current organization (resolved by the auth middleware from the token and, for multi-org mcpSession callers, the ?organization_id= query parameter).

Used by the MCP server's list_repositories tool so the model can disambiguate "do I have flaky tests?" without the user having to remember repo names.
