Open the card page for a location awaiting payment

Get the link to the card page for a location that pays for its own screens and has not paid yet. Requires billing.edit at that location, so the location’s owner can pay without access to the rest of the account; invoices go to the caller’s email. Returns 409 already_live when the location is already live.
