List templates

Return all saved intake templates visible to the caller: the three built-in public templates, plus the account's own custom ones (or, unauthenticated, only the public ones). Templates pre-fill item definitions — and, via settings, every other create-intake setting — when creating a new intake through the template field. There is no ?public=true or other query filter on this endpoint.
