"I am not going to have this"

The client states an item is never coming, with a reason. This is a proposal, not a decision: the item stays pending and only the owner can close it — otherwise a client could finish an intake by waiving everything in it. The item does stop being chased immediately, because reminding someone about a thing they have just said they do not have is the behaviour this product exists to replace. Allowed only on an item that is pending or needs_revision.
