Record
Record a batch of outcomes.
Each result is recorded independently. One malformed or losing row must not discard the rest of a 15-minute run's work, so a failure here is logged with its URL and the batch continues; the URL simply stays pending and is retried. The RPC owns the state machine, including refusing to reopen a terminal row.
