Prepare Catalog For Meta Endpoint

One-shot setup: ensure the Meta catalog + feed + product set exist for an internal catalog (find-or-create, reusing cached ids), trigger the feed fetch, and return all Meta ids. Replaces the multi-call client orchestration.
