List library folders

Returns Studio folders in the API key or OAuth library (up to 200). Soft-deleted folders and the reserved All Videos folder are omitted. Each item includes parentId and a name path so agents can rebuild the tree. Optional parentId lists direct children of that folder. Required scope: videos:read.
