Retrieve current rules and their acceptance hash

Returns the published fare rules and acceptance hash for an your, unexpired fare. If no published rules exist, returns 422 with FARE_RULES_NOT_AVAILABLE_FOR_FARE and the message "Fare rules are not available for this fare. Choose another fare before booking." No rules or acceptance hash are invented, and booking remains blocked until current rules are available and accepted.
