Verify Bundle Attachments

The bundle's attachments archive (gzip of the canonical attachments payload; sha256(wire) == attachments_sha256). FOUNDER-GATED, default OFF (gate G4): exhibit bodies can carry analyst work-product, so public serving is a deliberate switch, not a side effect of sealing.
