Send Test Event

Deliver a signed sample event to the subscription's URL synchronously and return the status + latency — the 'does my endpoint work' button. Bypasses the dispatcher queue; re-validates the URL (SSRF) and signs exactly as a real delivery so the customer's verifier is exercised end to end.
