The darknet registry with live corpus counts + addresses per entity.

Requires auth (/v1/sanctions/ is a FORENSIC prefix). Never 500s the desk: a DB error degrades to available: false with the registry still listed (kinds + citations are static facts) and every count at 0 / in_corpus: false -- the view renders that as unknown, not clean.
