Get alarm feed -- triggered events matching user config.

Aggregates whale_txs, intent_detections, exchange flows and system alerts into a unified feed, entity-attributed and deduped. view=curated (default) is severity-first and drops info-level noise unless the user explicitly enabled that category; view=all is the raw firehose.
