The Org that owns the Project, fixed at creation. Defaults to your own; an Operator may name an onboarded customer Org.
With an owner_org_id other than yours: a User of that Org, who owns the Project and you become its admin. One without an estela account yet owns it from their first sign-in; you own it until then. Without one, the Project is managed: you own it.
The owner Org's billing account (acct_...).
Who owns the Project from their first sign-in, when they had no estela account at creation; null otherwise.
