Get a short-lived user access token for the Integrations Service

Proxies a request to bsstag.com/api/user-access-tokens using Basic Auth credentials from vault, returning a short-lived JWT that the IntegrationsWidget uses as a Bearer token to authenticate directly with the BrowserStack Integrations Service.
