Ask to recover ownership

For a workspace whose only owner can't be reached. An officer, or a director on the parties record, names a member as the new owner and passes the board consent naming them, an uploaded PDF, with a passkey. Every owner on record gets an email with the consent and can cancel for 7 days; support checks the consent against the directors on record. After both, the new owner becomes an owner and the owners on record admins.
