Publish a job

Opens a draft job to applications: its page goes live under the careers page and lists it. It needs a pay range, or no_range_reason to publish without one, which the job's record keeps with who and when. On hosted Binderwork the company's domain must be verified first (409 domain_not_verified). An agent's or API key's call waits for a person's approval.
