Creates a new contract job

<h3> If "Use Job Site Address" is true in the settings/burden page, it will use Address State for the contract job otherwise it will use stateId </h3> <h3> A pay/bill line's costRate and billRate may be 0 (for example a Sick, Vacation or Holiday line that is paid but not billed); negative rates are refused; an omitted rate is treated as 0. </h3>
