Team Elo rating, league rank, and league context (all rated leagues)

Standalone Elo lookup for one team: current rating, the team rank within its own league (ROW_NUMBER by Elo descending), and league context (name, abbreviation, logo, league, sport). Works for any rated league: NCAAF, NCAAF FCS, NFL, NBA, NHL, MLB, the five European domestic football leagues, and WC2026 national teams. Always 200 when the team exists; an unrated team (below the min-games guard or a non-rated league) returns null rating fields with a pending note. 5-minute Redis cache.
