Resolve a citation hash by equality against its attestation table.

The canonical verifier boundary for the ratified citation format: input may be bare or 0x-prefixed (any case); the lookup matches both stored forms so a bare envelope citation resolves the 0x-prefixed report_attestations rows history holds. ?source= optionally restricts to state_attestations or report_attestations.
