Certify Diagnostic

Ungated flag-state surface (does NOT honour require_certify_enabled).

Reports the parsed flag + tuning + whether a real Price is configured, so a three-hop env-render failure (config → compose → cd.yml) is diagnosable without SSH. Never echoes any secret or price id.
