Super Admin Platform Config

Get the current fair-use limits

Retrieve the configured fair-use limits: per-tier message limits (zero, low, medium, high) plus a single global image-generation limit. Missing keys fall back to baked-in defaults so this endpoint always returns 200. The zero-tier value is informational only — runtime quota enforcement skips ZERO-tier models entirely. Super admin only.
