Create exact Base USDC payment instructions for an authorized production order
Requires the order read token, an idempotency key, and the external wallet's Base payer address. Axiom returns the canonical chain, token contract, recipient, exact amount, expiry, finality rule, and status endpoint. Axiom never receives or uses the payer's private key.
