Provision a temporary organization for an agent

Creates a temporary organization for an automated agent and returns a full-permission API token and a claim URL. The organization is deleted after 24 hours unless a human claims it. Doesn't require authentication and is rate limited per client IP.

Optional display name for the organization. If omitted, a name is auto-generated and the owner can rename it later.
