Get Default Timesheet Approvers

Returns a Dictionary<int, List<int>> called branch_default_timesheet_approvers, where branch_IDs are keys, and a List<mgr_id> is the value. Also returns a List<int> nonexistent_branches. An empty List<mgr_id> means the branch may exist, but default timesheet approvers were not set.
