Add Comment And Resolve Row

Combined "Add Comment and Mark Resolved" action for a single patrol report finding row: saves the inspector's comment AND resolves every currently-open guideline in that row, in ONE request/one DB transaction — instead of 1 comment POST + N /images/resolve POSTs.
