Get Notifications

Get a page of notifications for the current user.

Supports infinite scroll via limit/offset plus optional filters: read state (true/false; omit for all), severity bucket (info/warning/danger/success) and search (case-insensitive substring over the bilingual title/message text). Returns per-page metadata (total, unread_count, has_more, next_offset) so the panel can page through results while keeping the bell badge accurate.
