Bulk Resolve

Bulk resolve multiple guidelines at once with optional evidence file uploads. Used by the Patrol Report Action Center for:

  • Resolving individual findings
  • Resolving all findings in a category
  • Resolving all duplicate findings
  • Resolving all findings in a report

create_comment opts in to persisting the resolution evidence as an ImageComment on each resolved guideline so the comment surfaces in the Patrol Report Detail comment section (the report only renders comments from the image_comments table, never from GuidelineResolution). Only the notification/task-flow resolve sends this flag, so existing direct report flows keep their current comment behaviour.
