Recent QA history as JSON (default limit=20, max 200).

<br/>Regular users are scoped by the post-fetch owner filter below (this<br/>route does NOT go through scope_query). Admins currently still see<br/>every run: QA runs are an ops/diagnostics surface, a deliberate<br/>carve-out from the default-own scoping flip (spec §3.5, 2026-08-11).
