Publish a rendered video to a connected social account (video -> post).

<br/>Ownership-scoped to the caller. Generates a caption when none is supplied<br/>and returns it. A missing/unrendered video 404s; a missing social account<br/>comes back as a 200 with success=False and a connect instruction.
