Followed Accounts

Create an AvatarFactory Verified (global) account. Admin only.

<br/>Global accounts are visible to all users and cannot be modified or<br/>deleted by regular users. The account is created with is_global=True<br/>and no profile scrape; enrichment is deferred to the admin scan flow.
