Look up whether an email is already registered.

<br/>Returns {"exists": true} if the local users table has a row<br/>with this email (case-insensitive), otherwise {"exists": false}.<br/><br/>The SPA uses this to decide whether to show a LOGIN (password only)<br/>or REGISTER (full name + password) form after the email step. The<br/>endpoint does not require authentication.
