Followed Accounts Admin

Make a discovered account AvatarFactory Verified. Admin only.

<br/>The same row flips is_global, so the reels, the scan history and the<br/>discovery evidence all survive; the action is written to audit_log.<br/>404 when there is no discovered account with that id (a Verified or<br/>personal account is not something this route promotes), 409 when it has<br/>already been promoted, so a double click is never a silent second write.
