Set or clear a per-deployment spending cap (deprecated path)

Deprecated alias of PATCH /v1/deployments/{deploymentId}/spending-cap; works until 2027-04-02. Returns the pre-2026 status values and error codes, with the new values in deployment_status and renamed_to, plus every new field name alongside the old one.
